Yes, Homelander is directly responsible for Frenchie’s death in Episode 7.

According to the episode storyline, Homelander tracks down Sage after discovering her betrayal and arrives at the group’s location while most of the team is away. Frenchie quickly hides Kimiko and Sage inside a zinc-lined closet to block Homelander’s x-ray vision.

Knowing he cannot defeat Homelander alone, Frenchie steps outside to buy time and protect the others.

In one final act of bravery, he insults Homelander and pretends the team has already recreated Soldier Boy’s powers. The distraction works, but Frenchie suffers fatal injuries during the confrontation.
